利益相关者视角下国家助学贷款政策的变迁

摘　　要：梳理了1986年以来国家助学贷款的相关政策,并将其变迁划分为三个阶段:萌芽阶段、探索阶段和规范阶段。从利益相关者视角出发,国家助学贷款政策实施的过程中,利益相关者可以划分为政府机构、金融机构、高校和贷款学生。不同历史阶段,各利益主体之间的权、责、利随社会经济发展而变化,呈现出线性结构和闭合结构等两种关系。By reviewing the relevant policies of the national student loan since 1986,this paper tends to divide the national student loan into three stages:the embryonic stage,the exploration stage and the standard stage.In the process of implementation of the national student loan policies the perspective of stakeholders can be divided into government institutions,financial institutions,universities and loan students.In different historical stages,the rights,the responsibilities and the interests of different stakeholders change with the development of social economy,showing two kinds of relations:linear structure and closed structure.
