摘　　要：实施乡村振兴战略的总要求是"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕",要推动农业全面升级、农村全面进步、农民全面发展.加强乡村治理体系建设是实现乡村全面振兴、巩固党在农村执政基础、满足农民群众美好生活需要的必然要求.不管是乡村善治,还是乡村振兴都离不开提高农民素质.产业兴旺需要人才振兴.外出务工的都是中青年农民,他们有阅历,有思想,有闯劲,有担当,有较强的学习能力和组织能力.经过职业技能提升,他们就是农村最适合的产业人才.在职业技能提升行动中,应该发挥好各级各类学校的思想政治教育作用,提高中青年农民的思想政治素质.以基层党组织为核心,吸收优秀中青年农民组建乡村互助服务组织,扶危济困,做好群众的领头羊,带领群众发展经济,带领群众学习党的思想、理论,把思想政治教育融入群众娱乐;锁定农村热点,抓住群众需求,建设群众喜爱的乡村思政教育网络平台.从根本上解决农村思政教育任务重、压力大、人员少的问题,助力乡村治理,推进乡村振兴.The general requirements for implementing the rural revitalization strategy are"prosperous industries,livable ecology,civilized rural customs,effective governance,and prosperous life".we need to promote all-round agricultural upgrading,all-round rural progress,and all-round development of farmers.Strengthening the construction of rural governance system is an inevitable requirement to realize the comprehensive revitalization of rural areas,consolidate the ruling foundation of the party in rural areas,and meet the needs of farmers for a better life.Whether it is good governance of the countryside or rural revitalization cannot be separated from improving the quality of farmers.It needs talents to develop industries.The migrant workers are young and middle-aged farmers.They are experienced,thoughtful,aggressive,responsible,and have strong learning ability and organizational ability.Through the vocational skills promotion they are the most suitable industrial talents in rural areas.In the campaign to improve vocational skills,we should give full play to the role of ideological and political education in schools of all kinds and all levels,and improve the ideological and political quality of young and middle-aged farmers.With the primary party organizations as the core,we should attract outstanding young and middle-aged farmers to set up rural mutual assistance service organizations,help the needy,do a good job of leading the masses,lead the masses to develop the economy,lead the masses to learn the party's ideology and theory and put ideological and political education into mass entertainment;Focus on rural hot spots,seize the needs of the masses,build a popular rural ideological and political education network platform.We will fundamentally solve the problems of heavy tasks,high pressure,high pressure and low personnel in rural ideological and political education,and help rural governance and promote rural revitalization.
