摘　　要：基于产业政策作用及其对企业研发行为影响的理论分析,构建产业政策、研发投资和企业创新绩效关系的理论框架,为廓清目前学界产业政策效应的争议提供更为广阔的观察视野;阐明产业政策对企业研发投资的正向作用,为产业政策激励企业研发创新提供积极的理论解释;呈现产业政策对企业创新活动的正面影响力,为政府推动微观市场主体创新精准施策提供智力支撑与借鉴。Based on the theoretical analysis of the role of industrial policy and its impact on corporate R&D behavior, the theoretical framework for constructing the relationship among industrial policy, R&D investment and corporate innovation performance is studied. It provides a broader perspective for clarifying the controversy over the current industrial policy effects of academic circles. It clarifies its positive effect on corporate R&D investment and provides a better theoretical explanation for stimulating enterprise R&D innovation, in order to provide intellectual support for the government to promote micro-market entity innovation and precise policy.
