新工业革命背景下促进广州技术创新的对策建议

摘　　要：沿着科技革命、产业变革、新技术演进的逻辑轨迹,依托技术创新经济理论,结合演化经济、产业组织、技术政策等相关领域的理论研究分析方法,分析新工业革命背景下广州面临的新机遇及主要挑战。文章认为广州处于新一轮技术革命的历史大变革、粤港澳大湾区发展、技术进步引发模式创新的机遇之中,但是仍然面临关键技术研发领域缺乏有效对接、企业研发投入缺乏长远气魄、专利申请量和结构不太理想、创新政策环境需不断改善等挑战。在此基础上,提出应通过努力承接国家重大科技项目、精准配置技术创新要素资源、激励创新主体加大研发投入、催生新商业模式和新业态等措施促进广州技术创新。Following the logical trajectory along the scientific and technological revolution,industrial transformation and the evolution of new technologies,relying on the economic theory of technological innovation,combining theoretical research methods in related fields such as evolutionary economy,industrial organization,and technology policy,this paper analyzes the new opportunities and major challenges in Guangzhou under the background of new industrial revolution.This paper believes that Guangzhou has opportunities of the historical revolution of a new round of technological revolution,the construction of Guangdong-Hong Kong-Macao Greater Bay Area,and the technological advancement leading to model innovation.However,Guangzhou is still faced with such challenges as the lack of effective connection in key technology research and development fi elds,the lack of longterm vision of enterprise research and development investment,the unsatisfactory quantity and structure of patent applications,and the need for continuous improvement of innovation policy environment.On this basis,it is suggested that Guangzhou should strive to undertake major national science and technology projects,accurately allocate technological innovation elements and resources,encourage innovation subjects to increase investment in research and development,and give rise to new business models and forms of business to promote technology innovation.
