摘　　要：科技型中小企业技术创新基金用于扶持和引导科技型中小企业技术创新活动。在当前创新基金实施环境发生深刻变化的历史背景下,以湖北省“十二五”期间创新基金项目为研究对象,通过问卷调查与创新基金项目实施情况的绩效评价,反映出企业获得创新基金前后的技术创新、企业成长及经济效益变化情况等,旨在掌握湖北省“十二五”期间创新基金项目实施成效和存在的主要问题,并提出了以赛代评、促进科技成果转移转化、促进科技金融有效结合、加强信用体系建设、强化省市县协同等对策建议,为创新基金转型发展提供参考。The technology innovation fund of sci-tech small and medium-sized enterprises(SMEs)is used to support and guide technological innovation activities of sci-tech SMEs.Under the historical background where the current implementation of the innovation fund environment has undergone profound changes,in order to grasp the implementation effectiveness and the main problems of the innovation fund projects during the“12th Five-Year Plan”period in Hubei province,this paper takes those innovation fund projects as the research object,through questionnaire survey and the performance evaluation on the implementation of innovation fund project,which refl ect the technological innovation,enterprise growth and changes in economic benefi ts before and after the enterprise obtains the innovation fund,etc.This paper also puts forward some countermeasures and suggestions,including replacing evaluation with competition,promoting the transfer and transformation of scientific and technological achievements,promoting the effective combination of science and technology finance,strengthening the construction of credit system,and strengthening the coordination of provinces,cities and counties,so as to provide reference for the transformation and development of innovation fund.
