集体林地确权到户对农户林业长期投入的影响——从造林意愿和行动角度研究

摘　　要：本文利用9个省份18个县、1200个农户为期10年的平衡面板数据,用双重差分模型,从农户造林意愿和行动视角,估计了新一轮集体林地确权到户对农户林业长期投入的影响。本文的研究发现:(1)集体林地确权对农户造林意愿和面积有积极的影响;(2)确权仅对林地大规模经营的农户造林面积有显著正向影响,对小规模和中等规模农户的影响不显著;(3)将林地按照林种分类,确权政策显著促进农户种植速生丰产林的积极性,对一般用材林的影响则不显著;(4)从长期动态影响来看,确权对农户造林的影响是短暂的,效应不能持续。鉴于此,政府应该完善各项配套改革,鼓励发展新型经营主体,更多关注中小林地经营规模农户的政策需求,进一步引导农户经营经济和生态效益双赢的林种,实现生态美百姓富的新一轮集体林权制度改革目标。Based on the balanced panel data from a 10 year survey of 1200 households in 18 counties of 9 provinces,this paper estimates the impact of confirming collective forest land property rights on farmers’ long-term investment in forestry from the perspective of farmers’ willingness and action for afforest ation.The results show that:1)confirming property rights has a positive effect on afforestation willingness and area;2)confirming property rights only has significant positive effect on large-scale forest land farmers,but the effect on small and medium-size farmers is not significant;3)then divide forest land according to forest species,confirming property rights promotes farmers investment in the fast-growing forest rather than other forest;4)as for the long-term dynamic impact,the impact of confirmation on farmers’ afforestation is of short duration,and the effect can’t 1 ast long.In view of this,the government should improve various supporting reforms,encourage the development of new types of businesses,pay more attention to small and medium-size farmers’ policy needs,further guide farmers to plant win-win tree species with economic and ecological benefits,and realize the new round collective forest tenure reform’s target of ecological beauty and people’s richness.
