村级土地利用空间布局规划研究——以江西省余江县印畈村为例

摘　　要：土地空间布局规划是村级土地利用规划的重要内容,合理的土地空间布局对改善土地利用方式、提高土地利用效率、协调人地关系、促进区域经济可持续发展具有重要的意义。研究以江西省余江县印皈村为对象.通过高清遥感影像和GIS空间技术,结合参与式村民调査结果,对村域土地空间布局进行相应的规划。研究结果表明:村级土地利用空间布局是现有规划体系的完善与延伸;土地利用空间的布局宜采用“自下而上”为主,“自上而下”为辅的工作模式;村民民主参与是土地利用空间合理布局的重要保障;规划后村域土地利用结合村庄发展特色,形成“一轴两翼一核心”的空间发展格局,顺应农村生产方式转型趋势,为具体空间项目的落实和土地空间布局优化奠定基础。印皈村土地利用空间布局规划研究符合新形势下农村土地利用和管理的现实需求,其研究结果有利于引导土地合理利用、推动乡村产业经济可持续发展,为实施乡村振兴战略提供保障。Reasonable land spatial layoutatvillage levelis of great significance for improving land use patterns and efficiency,coordinating human-land relationships,and promoting regional economic sustainable development.Based on ahigh—resolution remote sensing imagery and GIS technology combined with the village survey results,the spatial layout of the village land was carried out.The results showed that the spatial distribution of land use at the village level showedthe perfection featurewith extension of the existing planning system.The space layout of land use of"bottom up"followed hy"top down"should be adopted.V i*llagers democratic participation providedan important guarantee for the reasonable spatialdistrihution of land use.Land use combined with the characteristics of village development formed a spatial development pattern of"one axis with two wings and one core",which was adapt to the transformation of rural productionmode,and laidthe foundation for the implementation of specific space projects and the optimization of land space layout.The spatial layout planning of land use in Yinfan wasin line with the actual needs of rural land use and management under the new situation.The results are beneficial to guide the reasonableland use,promote the sustainable development of rural industrial economy,and provide a guarantee for the implementation of rural revitalization strategy.
