摘 要:一套科学规范的高校科研绩效评价体系,不仅能有效考量高校的科研资源配置效率,还兼具科研工作价值的导向作用和对高校科研工作的激励督促作用。本文基于系统思维从高校科技投入与高校科技成果产出两个维度,建立了高校科研绩效的评价指标体系,考虑高校科技投入与产出之间的时滞效应,利用超效率数据包络法对2015年我国高校科研绩效进行实证分析。研究发现我国高校科研绩效存在较大的区域差异,东部地区高校科研绩效最高,中部次之,西部最低;且中西部地区高校科研绩效主要呈规模报酬递增状态。为了提升我国高校的整体科研绩效,应重点对中西部高校加大投入,并增强高校科技成果市场转化力度,扩大高校专利所有权转让和许可收入规模。A set of scientific and normative evaluation system of scientific research performance in universities can not only effectively evaluate the efficiency of allocating scientific research resources in universities,but also have the guiding,incentive and supervisory role of scientific research work in universities. Under systematic thinking,this paper constructs the evaluation index system of scientific efficiency from the two dimensions of input and output of University science and technology. Considering the time lag between the input and output of science and technology in universities,the paper makes empirical analysis by using method of super efficiency data envelopment analysis and evaluates the scientific research efficiency of universities in China with the related data in 2015. The research shows that there are great regional differences in the scientific research efficiency,and universities in the eastern region have the highest scientific research efficiency,middle is next,the west places something under a base. The central and western regions mainly show a trend of increasing returns to scale. In order to improve the overall scientific research efficiency of universities in China,we should focus on increasing investment in the middle and Western universities,and strengthen the market transformation of the scientific and technological achievements in universities,and expand the revenue scale of transferring and licensing of patent ownership in universities.
