China’s Bilateral Cooperation on Social Security:Development,Problems and Solutions

摘　　要：为保护跨国就业劳动者的社会保障权益,20世纪五六十年代,社会保障国际合作普遍兴起,国家之间逐渐建立双边或多边协调合作机制。中国社会保障双边合作事业始于21世纪初,经过近20年的探索实践,中国的社会保障双边合作取得重要进展,在维护跨国劳动者社会保障权益方面发挥着巨大作用。然而,与发达国家的社会保障国际合作实践相比,中国的社会保障双边合作还仅限于社会保险费用互免事项,在社会保障待遇输出、福利衔接方面涉及较少,实现社会保障的互联互通仍任重而道远。同时,随着“一带一路”倡议的推进,中国在大量输出劳动力的同时也会吸引外国劳动者进入中国境内就业。与之相适应,应当对中国现行社会保障合作制度与实践进行总结完善,实施更全面的社会保障合作,特别应在累计计算条款、福利输出条款等领域有所突破。In order to protect the social security rights of migrant work・ers,the international cooperation on social security generally rose in the 1950s and 1960s,and bilateral or multilateral coordination and cooperation mechanisms were gradually established between countries.In the 21st century,the Chinese government has started bilateral cooperation with foreign countries on social security.After nearly 20 years of exploration,China has made great progress in the bilateral cooperation on social security,which plays a huge role in protecting the social security rights of transnational workers.However,compared with the international social security agreements entered into by some developed countries,China*s bilateral social security agreements are limited to the mutual exemption of social insurance fees,and they deal little with the issues of social security treatment output and welfare convergence・There is still a long way to go to achieve the social security connectivity.With the progress of the Belt and Road Initiative,China will attract a large number of foreign workers while exporting a large number of workers.Correspondingly,we should summarize and reflect on the current social security cooperation system and practice in China,and implement more comprehensive social security cooperation,especially in the areas of totalization provisions and welfare export clauses.
