秦东地区县级政府公共服务供给困境及其对策

摘　　要：县级政府公共服务供给水平的提升是新时代服务型政府建设的必然要求。当前,秦东地区县级政府公共服务供给总量不足、供给不均衡情况较为明显,针对公众意见表达不通畅、公众决策参与不足、政府职能定位错位、有效供给机制不足等问题,以潼关、蒲城、韩城三个县级政府为例,应从强化公民参与,提高决策质量;重塑服务理念,合理界定政府职能;推进政府再造,构建多中心服务体制;健全政府评价机制,推进绩效问责等方面,切实提升秦东地区县级政府公共服务供给水平。The improvement of the quality of public service supply by county-level governments is the inevitable requirement for constructing service-oriented government in the new era.At present,the total supply of public services of county-level govern ments in Qindong is insufiicient and the supply is unbalanced.In view of the problems such as poor expression of public opinions,insufficient participation in public decision-making,misplaced positioning of government functions,and insufficient effective supply mechanism,taking Tongguan,Pucheng and Hancheng as examples,we should strengthen public participation,improve the quality of public service decision-making,reshape the concept of public services,and clarify the reasonable positioning of government func tions.In order to reshape the image of the government and serve the economic and social development of Qindong area,we should promote the reconstruction of the government,build a multi-center public service system,standardize the performance evaluation mechanism of public services,and promote the accountability of government performance,so as to effectively improve the supply quality of county-level government public services in Qindong area.
