包容性发展理念下中国残疾人事业政策建构

摘　　要：包容性发展强调人人有责、机会均等,注重发展内容的全面协调和发展成果的利益共享,与全面建成小康社会的思路相契合。包容性发展作为一种更加倡导公平、更具人文关怀的发展理念,关注包括社会弱势群体在内的所有国民的发展。从包容性发展的理论内核来看,我国的残疾人事业发展主体具有全民性,人人有责;发展内容具有全面性,统筹兼顾;发展过程注重公平性,强调机会均等;发展成果强调共享性,残疾人共享改革和发展成果。未来推动残疾人事业的包容性发展需要围绕社会包容与赋权增能两方面着力进行提升。Inclusive development emphasizes the responsibility for everyone,equal opportunities,comprehensive and coordinated development,and the sharing of development results.It fits the idea of building a well-off society in an all-round way.Inclusive development is a development concept that promotes fairness and humane care.It focuses on the development of all nationals,including socially disadvantaged groups.Judging from the theoretical core of inclusive development,the main body of the development of the disabled in China is universal and everyone is responsible.The development content of the business is comprehensive and comprehensive.The development process of the business focuses on fairness and emphasizes equal opportunities.The development achievements of the business emphasize sharing,and the disabled share the fruits of reform and development.In the future,the inclusive development of the cause of the disabled needs to focus on social inclusion and empowerment.
