小杂粮提质增效产业精准扶贫初探——以山西省和顺县为例

摘　　要：自2016年起国家正式取消玉米最低收购价,这使得以种植玉米为主的农民家庭收入有所下降,导致农村脱贫攻坚的任务更加艰巨了。文中以国家扶贫开发重点县山西省和顺县为研究对象,通过筛选小杂粮新品种、示范农业种植新技术、采用机械化生产作业、百亩连片规模种植、提升农产品加工与包装、农超对接以及农村电商等集成技术的综合运用,实现了政府满意,农民增收,企业增效的三赢目标。实践结果表明,小杂粮提质增效项目实现了农民增收,试验村的脱贫户达到63.4%,龙头企业有了稳定的原料生产基地。科技人员对农民产前、产中、产后全方位科技服务,尝试探索产业精准扶贫模式,从而建立产业振兴的长效机制。以期为政府政策制定提供理论借鉴,也为其他地区精准扶贫提供依据和参考。Since 2016,the minimum purchase price of corn has been officially cancelled by the state,which has reduced the family income of farmers who mainly grow corn and made the task of rural poverty alleviation more difficult In this paper,Heshun County,Shanxi Province,which is the key county of national poverty alleviation and development,is taken as the research object.By selecting new varieties of small coarse grains,demonstrating new agricultural planting technologies,adopting mechanized production operations,one hundred mu continuous scale planting,improving the processing and packaging of agricultural products,agricultural supermarket docking and rural e-commerce integrated technology,the government is satisfied,the farmers’income is increased,and the enterprises’efficiency is increased Three win goal.The results show that the project of improving the quality and efficiency of small coarse cereals has realized the increase of farmers’income,and 63.4%of the poverty-stricken households in the experimental village have been lifted.The leading enterprises have a stable raw material production base.Scientific and technological personnel provide all-round scientific and technological services to farmers before,during and after production,and try to explore the industry targeted poverty alleviation mode,so as to establish a long-term mechanism for industrial revitalization.In order to provide theoretical reference for government policy-making,and also provide basis and reference for targeted poverty alleviation in other regions.
