闽粤赣边农民财产性收入问题研究

摘　　要：闽粤赣边地区农民财产性收入水平较低、波动大、增长乏力,虽然地处(或靠近)东部地区,但与沿海经济发达地区存在着明显的差距。长期较低的收入水平,导致农民财产积累不足;较为落后的工业化、城镇化水平以及生态功能的承担制约了农民收入水平的提高,无法支撑财产性收入持续增长;地少林多、复杂多变的地理环境,相对滞后的农村制度改革,导致土地流转增收困难,农民集体资产收益保障不足。因此,要多措并举,进一步推进工业化、城镇化进程;发展特色农业,做强做大农业经济;加快土地政策创新,积极探索生态补偿机制,促进农民财产增收。The property income of farmers in the bordering region between Fujian, Guangdong and Jiangxi provinces has an evolutionary characteristic of small base, low proportion, large fluctuation and weak growth. Although located at(or close to) the eastern region, there are some obvious differences from the coastal economically developed regions. The long-term low-income level has led the farmers’ property to accumulate insufficiently while the relatively backward industrialization and urbanization and the commitment of ecological functions restrict the increase of farmers’ income and insufficient support for the continuous growth of property income. The special geographical environment and the relatively lagging rural system reform leads to the difficulty of increasing the income of land circulation and the insufficient guarantee of the income of farmers’ collective assets. Therefore, we must take such multiple measures as further promoting the process of industrialization and urbanization, developing characteristic agriculture, strengthening and expanding the agricultural economy, accelerating land policy innovation, exploring ecological compensation mechanisms so as to actively promote the increase of farmers’ property income.
