摘　　要：政府机构的高效有序运行是实现政府职能、促进社会经济发展、维护社会稳定和提升政府公信力的重要保障。美国联邦总务署作为向美国政府机构提供行政服务的唯一国家机构,通过对机关运行价值化管理,以基金为杠杆撬动政府机关运行资金,达到高效优质、规范有序、监督有效和战略明确的目标。中国机关事务运行正处于由传统的事务性实物管理向现代化治理转变的关键期,借鉴美国联邦总务署的基金管理和运行经验对于中国建立机关运行普遍服务基金制度,提高政府效能,实现国家治理体系和治理能力现代化具有重要意义。The efficient and orderly operation of government agencies guarantee the processing to realize government functions,to promote social and economic development,to maintain social stability and to enhance government credibility.As the only national agency providing administrative services to U.S.government agencies,the General Service Administration(GSA)leveraged funds to leverage the operation of government agencies in order to achieve the strategic goal of efficient and high-quality services.The operation of China's National Government office Administration affairs is in a significant transformation process from affair management toward modern governance.To learn experiences of fund management and operation from GSA is helpful for China to establish a universal services fund system for government agencies operation,in order to realize the modernization of national governance system and governance capacity.
