摘　　要：华侨华人是新中国公益事业的重要参与力量。新中国成立70年来,华侨华人捐助中国公益事业经历了从试探、曲折与停滞到恢复、快速发展和稳定发展等历史阶段。整体来看,华侨华人积极捐助新中国公益事业的特征主要有:捐助时间具有明显的阶段性,捐助方式趋向常态化、持续化,捐助流向呈现出由传统侨乡向更多需求地分散、领域不断拓展的趋势,捐助主体更加多元。华侨华人捐助新中国公益事业的动机和影响因素复杂,既有华侨华人的爱国爱乡情感以及由此衍生出来的对祖(籍)国的强烈责任感、自身的经济实力、与新中国的经贸联系,也有党和政府的政策引导、中国经济社会发展的形势与需求等因素。华侨华人的义举善行,为推动国内各种社会力量和主体参与公益事业、促进新中国公益事业快速健康发展做出了独特的贡献。Overseas Chinese are the important force in public welfare undertakings in New China.Over the past 70 years,the overseas Chinese donations to public welfare undertakings in China have gone through the historical stages from trial,twists and turns,and stagnation,recovery,rapid development and stable development.On the whole,the characteristics of overseas Chinese active donations to public welfare undertakings in New China mainly include:the donation time has obvious characteristics of stages,the donation methods tend to be normalized and sustained,the donation trend is from traditional hometown of overseas Chinese to more-demanded areas and the donors are more diversified.The motives and influencing factors of overseas Chinese donation to public welfare undertakings in New China are complicated,which is not only the patriotic feelings of overseas Chinese and their homeland,the strong sense of responsibility for their motherland(country of origin),their own economic strength and their economic and trade ties with New China,but also the Party and the government’s policy guidance,China’s economic and social development situations and demand factors and so on.The righteous and charitable deeds of overseas Chinese have made unique contributions to the promotion of various social forces and subjects to participate in public welfare undertakings and the rapid and healthy development of public welfare undertakings in New China.
