摘 要:好干部的标准是具体的、历史的,在不同的历史时期有不同的内涵。新时期好干部标准的内涵就是“信念坚定、为民服务、勤政务实、敢于担当、清正廉洁”。当前,好干部的培养选拔机制还存在成长机制未形成“全链式”培养、识别机制存在“三个不精准”、选拔机制存在“四个缺陷”、培养机制存在“三个错位”等不容回避的问题。不良政治生态的存在、干部思想认识存在偏差、考核机制存在弊端,是产生这些问题的主要原因。新时代完善好干部培养选拔机制的路径包括:完善长效培养教育机制,让好干部“长得起”;完善发现甄别机制,让好干部“识得出”;完善选拔任用机制,让好干部“用得上”;完善管理监督机制,让好干部“保持住”;建立容错纠错激励机制,让好干部“能担当”。The standard of good cadres is concrete and historical,and has different connotations in different historical periods.The connotation of the good cadre standard in the new period is the"firm in faith,serving the people,diligent and pragmatic,dare to take responsibility,honest and clean".At present,there are still some unavoidable problems in the training and selection mechanism of good cadres,such as the growth mechanism has not formed a"full chain"training,the identification mechanism has"three imprecises",the selection mechanism has"four defects",and the training mechanism has"three dislocations".The main reasons for these problems are the existence of bad political ecology,the deviation of cadres′ideological understanding and the malpractice of assessment mechanism.In the new era,the ways to improve the cadre training and selection mechanism include:to improve the long-term training and education mechanism so that the cadres can"grow up";to improve the discovery and selection mechanism so that the cadres can"be recognized";to improve the selection and appointment mechanism so that the cadres can"be used";to improve the management and supervision mechanism so that the cadres can"hold on";to establish a fault-tolerant and error correction incentive mechanism so that the cadres can"take on responsibility".
