摘　　要：非洲是全球能源资源优化配置的关键地区,其国际地位和影响力也在持续提升。随着全球经济疲软,以美国、欧洲为代表的发达经济体对非双向贸易、对非直接投资、对非援助均大幅缩减,国际矿业公司也开始缩减对非投资,并剥离部分非洲资产。中国与非洲在政治经贸领域的合作不断升级,对非矿业投资也持续加大,权益产量不断增加。本文认为,中国对非矿业投资应搭上中非合作关系发展的便车,抓住国际矿业公司撤离的战略机遇期,提高非洲矿业权益,以保障我国能源资源安全,但需警惕投资国政策变动和矿业市场风险。Africa is a key region for optimizing the allocation of global energy resources,and its international status and influence are also on the rise.As the global economy weakens,two-way trade,direct investment and aid between Africa and developed economies,represented by the United States and Europe,have all been sharply curtailed.Meanwhile,international mining companies are also scaling back investments and divesting some assets in African.With the continuous upgrading of China-Africa cooperation in the field of political economy and trade,China s investment in Africa s mining industry has also continued to increase,and the equity of production is increasing too.The paper considers that China s investment in Africa s mining industry should take a free ride on the development of China-Africa cooperative relations,and seize the strategic opportunity of western withdrawal,so that it ensures the security of China s energy resources.However,it is necessary to be alert to policy changes in investment countries and risks in the mining market.
