南水北调中线“两个所有”现场运行管理实施模式初探

摘　　要：南水北调中线建管局"所有人查所有问题"专项行动是强化安全监管的重要抓手,是实现南水北调中线工程运行提档升级目标的重要内容。介绍了河北分局按照"谁来查、查什么、如何查、查不出来怎么办"的思路,以班子成员包片、职能处与管理处结对子为主推动力,以"两个所有"责任段与责任区建设、段长制与站长制考核为主要抓手,以中控室调度职能优化调整、创立全员轮值机制为主要载体,建立起"全员查改常态化、工程范围全覆盖、技能需求无禁区、轮岗监管有机制"的安全文明创建实施模式,确保发现的所有问题都能得到及时有效处置,促使形成"两个所有"自主查工作机制与监管改监督机制的闭环管理。In order to realize the objectives of improving operation of Middle Route Scheme of South-to-North Water Diversion Project, an idea of "all people check all problems"(hereinafter referred to as "two-all") has been taken to strengthen safety supervision, in the implementation of general keynote of the Ministry of Water Resources, i. e,"making up shortfalls of water projects and strengthening supervision in water sector". According to the principles of"who is going to check, what should be checked, how to check and what to do next if nothing is found out", a working mode that enables regular check of all staff, full coverage of project circle, application of all technical skills and post rotation supervision has been set up, so as to ensure that all problems can be solved promptly and effectively, with formation of a closed-loop for self and independent "two-all" inspection and overall monitoring and supervision.
