摘　　要：城乡生活垃圾治理既是社会关注的热点问题,也是民生领域亟待解决的难点问题。鹰潭市以统筹城乡生活垃圾治理试点为契机,通过政企合作的PPP项目方式,推动全域一体、生活垃圾处理全流程的市场化动作;以智慧城市建设为切入点,将移动物联网技术运用到生活垃圾处理中;城市环卫设施、技术、服务等公共产品、公共服务向农村延伸覆盖,构建城乡生活垃圾一体化处理体系,推进城乡融合发展;促进城乡生活垃圾治理与精准扶贫深度融合。鹰潭城乡生活垃圾治理在一定程度上实现了经济效益、社会效益和生态效益的统一,但也存在监管考核机制不完善、企业投入成本减少、政府配套资金投入不足等问题。Urban and rural domestic waste management is among the key issues with high social concern,as well as a difficult problem to be solved in the field of people’s livelihood.Yingtan City takes the opportunity of pilot project focusing on coordinating the urban and rural domestic garbage management,and promotes the marketization of an all-round,whole processed disposal of household waste through the PPP project of government-enterprise cooperation.It starts from the Smart City construction,and applies IoT(Internet of Things)technology to the treatment of domestic garbage.Meanwhile,public products and services such as urban sanitation facilities,technology,services etc.,extend to rural areas to build an integrated system for urban and rural domestic garbage disposal with the aim of not only propelling an integrated urban and rural development but also a deepening integration with precisely targeted poverty alleviation.Yingtan City’s practice of dealing with urban and rural domestic waste to some extent realizes the unity of economic,social,and ecological benefits,but also has problems like incomplete supervision and appraisal mechanism,reduced investment from enterprises,insufficient capital from government,and so on.
