摘  要:构建军队高层次创新型科技人才考核评价体系,对加速军队高层次科技人才队伍建设具有重要意义。依据培养过程中选拔评审、中期考评、期满评估的特点,考核评价体系的构建应以能力素质结构模型为基础,明确考评标准,规范考评程序,改进考评方法,完善考评结果,严格考评监督,形成特色鲜明、衔接有序、功能互补、实在管用的考评制度体系。本研究通过定性与定量结合的研究方法,提取出思想政治素质、知识素质等5个一级要素,构建了军队高层次创新型科技人才素质结构的“飞机模型”;基于高层次创新型科技人才考评的基本理论与实践经验,提出考评体系应由考评标准、考评程序、考评方法等5个基本要素组成,设计出由选拔评审标准、中期考评标准和期满评估标准组成的三位一体标准体系。It is of great significance for accelerating the construction of high-level scientific and technological personnel team to establish the assessment and evaluation system of high-level innovative scientific and technological personnel in the army.According to the characteristics of selection evaluation,mid-term evaluation and expiration evaluation in the training process,the construction of the evaluation system should be based on the structure model of ability and quality,define the evaluation standards,standardize the evaluation procedures,improve the evaluation methods,improve the evaluation results,and strictly supervise the evaluation,so as to form an evaluation system with distinct characteristics,orderly connection,complementary functions and practical application.Through the combination of qualitative and quantitative research methods,this study has extracted five primary factors,including ideological and political quality,knowledge quality,innovation ability,cooperation ability,physical and mental quality,and constructed the"aircraft model"of the quality structure of high-level innovative scientific and technological talents in the army.Based on the basic theory and practical experience of the evaluation of high-level innovative scientific and technological talents,this paper proposes that the evaluation system should be composed of five basic elements:evaluation standard,evaluation procedure,evaluation method,evaluation result and evaluation supervision,and designs a trinity standard system consisting of selection evaluation standard,mid-term evaluation standard and expiration evaluation standard.
