摘　　要：通过总结我国水电建设经历由计划经济向市场经济过度的管理体制变革,阐明了生产关系改革与生产力发展之间的辩证关系。同时针对市场化改革过程中不可避免的发展不协调与系统结构性矛盾等问题,指出市场经济条件下的法制建设与统筹协调发展的重要性,展望了我国水电发展的美好前景。The management structure transformation of hydropower construction in China from planned economy to market economy is summarized, which demonstrates the dialectical relationship between the production relation reform and the development of productivity. Considering the inevitable problems in the market-oriented reform process such as uncoordinated development and structural contradictions in the system, the importance of the legal system construction and the coordinated development under the market economy condition is stated. A bright future of hydropower development in China is expected.
