摘　　要：国家治理能力是当代世界发展中的一个重大问题,也是很多国家难以解决的瓶颈问题。以中国特色社会主义制度为基础的国家治理体系,可以充分利用市场的作用,又可克服金融资本的剥夺性、寄生性积累机制及其导致的一系列问题,从而克服了新自由主义国家治理体系的弊端,表现出强大的实践效能,为后发国家提供了一条不同于西方的现代化治理道路,也为西方社会反思自身危机提供了一个参照。继续推进国家治理体系现代化,要借鉴中国古代制度文明以及西方制度文明的成果,更要在中国特色社会主义的制度基础上对这些制度文明成果进行创造性转化。The capacity of national governance is a major issue in the development of the contemporary world.It is also a bottleneck problem that many countries cannot solve.China’s governance system based on the system of socialist system with Chinese characteristics can make full use of the role of the market and also address the predatory,parasitic accumulation mechanism of the financial capital as well as the ensuing problems.Thus,it can overcome the disadvantages of the neo-liberalist national governance system,showing a strong practical efficiency.It also provides the late-starter countries with a modern governance road different from that of the West,and also serves as a mirror for the Western society to reflect on their own crisis.To continue to modernize China’s governance system,we must draw upon the achievements of both the ancient Chinese and Western institutional civilizations,and more importantly,creatively transform these achievements on the basis of the socialist system with Chinese characteristics.
