摘 要:利用《中国水资源及其开发利用调查评价》《新疆水资源及其可持续利用》和新疆水资源公报2012-2016年等有关统计成果,总结了新疆水资源禀赋及开发利用规律,按照水资源流域分区、行政地市分区分析了各地水资源禀赋及其开发利用规律。研究表明:新疆多年平均水资源总量为832亿m^3(1956-2000);2000年以后降水偏丰影响,2001-2017年间年均水资源量为931.9亿m^3,比多年平均多99.1亿m^3,年均偏多12%;2012-2016年供水总量总体呈下降趋势,从2012年的590.14亿m^3,下降到2016年的565.39亿m^3。建议持续推进节水型社会建设,合理确定生态环境目标,坚持生态优先,加快推进西北地区生态文明工程建设等相关长期战略对策。Based on the survey and evaluation of China′s water resources and their development and utilization,Xinjiang water resources and their sustainable utilization and Xinjiang water resources bulletin 2012-2016 and other relevant statistical results,this paper summarizes the water resources endowment and development and utilization laws in Xinjiang,and analyzes the water resources endowment and development and utilization laws in different regions according to the water resources basin division and administrative city division.The research shows that:the annual average water resources in Xinjiang is 83.2 billion m^3(1956-2000);after 2000,the annual average water resources from 2001 to 2017 are 93.19 billion m^3,9.91 billion m^3 more than the annual average,12%more than the annual average;the total water supply from 2012 to 2016 shows a downward trend,from 59.014 billion m^3 in 2012 to 56.539 billion m^3 in 2016.It is suggested that we should continue to promote the construction of water-saving society,reasonably determine the goal of ecological environment,adhere to ecological priority,and accelerate the construction of ecological civilization project in Northwest China.
