油气企业构建“三不腐”有效机制的思考

摘　　要：为贯彻中央全面从严治党要求,持续深化油气企业党风廉政建设和反腐败工作,迫切需要创新思考构建油气企业"三不腐"有效机制。通过分析新形势下油气企业党风廉政建设及反腐工作存在的主要问题,从不敢腐的惩戒机制、不能腐的防范机制、不想腐的保障机制3个维度着手,建立起油气企业"三不腐"有效机制。研究结果表明:(1)不敢腐、不能腐、不想腐是辩证统一的有机整体,三者构成一套逻辑严密、科学有效的全方位反腐败格局;(2)由于油气企业处于改革发展"深水期",员工利益诉求多元化复杂化,各类风险较突出,近年来反腐工作复杂性增加;(3)油气企业可通过坚决肃清恶劣政治影响、全面提升纪检监察工作质效、切实发挥巡察利剑作用、积极践行"四种形态"、大力促进问责常态化建立健全不敢腐的惩戒机制,通过健全权力监督机制、廉洁风险防控机制、作风建设长效机制、容错纠错机制、信息化监督机制建立健全不能腐的防范机制,通过强化党性教育、纪律和法规教育、"石油精神"教育、廉政警示教育和廉洁文化教育建立健全不想腐的保障机制。In order to implement the Party’s decisions to govern comprehensively itself with strict disciplines, and continuously construct the Party, clean government, and anti-corruption work in oil and gas enterprises, it’s in urgent need to carry out innovative thinking on constructing an effective mechanism of "three non-corruptions" in oil and gas enterprises. So, the main problems existing in this construction under some new situation were analyzed, and then the effective mechanism of "three non-corruptions" was established from three dimensions, i.e., the punishment mechanism of not daring to corrupt, the prevention mechanism of being unable to corruption, and the guarantee mechanism of unwilling to corrupt. Results show that(1) not daring to corrupt, being unable to corrupt, and unwilling to corrupt are an organic entirety that is dialectically united, and all of them constitute a set of logical, scientific,effective, and all-round anti-corruption pattern;(2) oil and gas enterprises are in the "deepwater period" of reform and development, so employees’ interests and demands are diversified and complicated, and various risks are more prominent, which may increase anti-corruption complexity recently;(3) oil and gas enterprises can establish and improve the punishment mechanism of not daring to corrupt by resolute eliminating worse political influence, comprehensive improving both quality and efficiency of discipline inspection and supervision, practical giving full play to the sword of inspection, active carrying out "four kinds of forms", and vigorous promoting normalization of accountability;the prevention mechanism of being unable to corrupt by means of power supervision mechanism, honesty risk control mechanism, long-acting style construction mechanism, fault-tolerant and error-correcting mechanism, and informationbased supervision mechanism;and the guarantee mechanism of unwilling to corrupt by strengthening party education,and enhancing discipline and law education, "oil spirit" education, clean governmen
