摘 要:基于样本评价的广义SBM(slacks-based measure)方法可以通过不同参考集对决策单元的有效性进行度量.但是该方法在效率度量方面还存在两金问题:一是对决策单元进行效率度量时使用模型不同;二是某些决策单元为广义SBM有效时.其效丰值存在被高估的情况。为解决这两不问题.首先给出决策单元效事被高估的充要条件。然后给出改进的广义SBM方法.并讨论广义SBM新效率度量方法的合理性及其与原效率度量的关系。最后通过各地区高校科研效率评价的实例说明了改进广义SBM方法的合理性。The generalized SBM (slacks-based measure) method≫based on sample evaluation*can measure the effectivenessof decision-making units through different reference sets, but there still exists two problems in the efficiency measureof this approach. First, the model is not uniform when measuring the efficiency of DMU. Second, when some DMUs aregeneralized SBM efficient the efficiency of these DMUs may be overestimated. In order to solve these two problems*firstly, the sufficient and necessary condition for the efficiency of the decision unit to be overestimated is given. Then theimproved generalized SBM approach is given, the rational让y of the new measure method for efficiency of generalized SBMand the relationship with the original efficiency measure method are discussed. Finally, the improved generalized SBMapproach is used to evaluate the performance of scientific research in regional universities.
