摘　　要：新增耕地节余指标异地交易是落实耕地占补平衡法定制度的拓展和延伸,近年来在我国许多地区实施。本文充分肯定了其在促进当地经济社会发展中的重要作用,又深入分析了其在实施中存在的经济社会风险。作者认为,耕地位移与人口迁徙同等重要甚至更为重要,建议加大国家统筹力度,创新并完善相关政策措施。The newly-added cultivated land surplus index is an extension of the statutory system for implementing the balance of cultivated land occupation and compensation.In recent years,it has been implemented in many areas in China.The present paper fully affirms its important role in promoting local economic and social development,and further analyzes its economic and social risks in its implementation.The author believes that the displacement of cultivated land is as important as or even more important than population migration.It is recommended to increase national co-ordination,innovation and improvement of relevant policy measures.
