国外公益慈善监管发展趋势及对我国的启示

摘　　要：近年来,我国公益慈善偏差行为不断,引起社会公众担忧。国外公益慈善监管发展出现了一些新趋势,各国正在逐步构建面向公益慈善行为的专业监管机制、多维监管合力机制和网上网下融合监管机制。英美日德等国公益慈善监管体制和实践创新为我国提供了有益的经验和启示。我国必须加强公益慈善监管,进一步着力构建专业监管、行业监管、平台监管和自律监督、社会监督共同构成的网上网下多维公益慈善监管体制,并使之形成一个有机的整体,实现对公益慈善行为立体式、动态化监督,促进公益慈善事业规范发展,形成健康公益慈善文化。Other countries have formed some useful practices in philanthropy supervision. In recent years, there are some new trends in the development of philanthropy supervision in foreign countries. Foreign countries are gradually building a professional and constructing a multi-dimensional supervision mechanism for philanthropy behavior. They are also gradually innovating online and offline convergence mechanisms. These have provided beneficial experience and inspiration for China to innovate the supervision system of philanthropy. In recent years, the deviant behavior of commonweal in our country has been constantly increasing. China should make efforts to construct a multi-dimensional supervision system,which is composed of professional supervision, industry supervision, platform supervision, self-regulatory supervision,social supervision and on-line and off-line supervision. So we can realize stereoscopic and dynamic monitoring of philanthropy behavior, and promote the standard development of philanthropy, and then form a healthy and continuous philanthropy culture.
