台湾宜兰县社区规划师及“驻地辅导计划”的发展与实践

摘　　要：我国台湾地区的宜兰县以环境保护和文化立县作为社区营造的基本思路,自2003年参与"东区培力中心"到现今每年举办"社区规划师驻地辅导计划",相关制度日趋完善,公众参与度越来越高,有效地促进了空间规划专业人士进入社区。分析宜兰县社区规划师及驻地辅导计划的发展历程、人才培养、工作模式及内容等,介绍后埤村社区营造的典型成果,为大陆地区促进社区营造进程和推动社区规划师制度发展等工作提供借鉴。Environmental protection and culture-based county construction are the basic ideas for Yilan county government to build community in Taiwan,China.From 2003 when participating in the"Empowerment Center of East Area"to current"Community Planner and Resident Counseling Program"held every year,relevant system has been gradually improved and the public participation has become higher and higher,which has effectively encouraged space planning experts to join in the community.The development history,talent cultivation,working mode and content of the community planner and resident counseling program of Yilan county have been analyzed and the typical achievement in the community construction of Houpi village has been introduced,providing reference for China's Mainland to promote community building and for the development of the community planner system.
