基于邻避型群体性事件的“价值—过程”框架构建与验证:来自公共价值视角的分析

摘　　要：邻避型群体性事件具有持续时间长、作用范围广、矛盾问题尖锐,妥善解决困难的特征,且近些年来我国邻避型群体性事件数量以每年29%的速度增长,处理好邻避型群体性事件成为我国治理现代化建设的关键因素。现有研究多从概念的构建、事件特点分析、冲突原因的探索、治理策略进行分析,鲜有事件动态分析难以建立分析框架。本研究引入公共价值管理作为分析工具,对邻避型群体性事件危机周期的各个阶段进行动态过程诠释,建立并验证"价值-过程"分析框架,演绎此类事件的发生机理。The NIMBY incidents have the characteristics of long duration, wide scope, sharp contradiction and hardly have proper solution of difficulties. In recent years, the numbers of NIMBY incidents in China have increased by 29% per year and reach a gooddeal with NIMBY incidents become a key factor in Chinese governance modernization. Existing researches are mostly based on the construction of concepts, analysis of event characteristics, exploration of conflict causes, and governance strategies. It is rarely to establish an analytical framework for events dynamic analysis. This study introduces public value management as an analytical tool to interpret the dynamic processes of each phase of the NIMBY incidents crisis cycle, meanwhile, to establish and validate the "Value-Process" analysis framework, and deduct the mechanism of such incidents.
