摘　　要：技术治理在应对复杂问题时,采用"化繁就简"的思路。贫困问题是一个复杂问题,精准扶贫则是遵循工具理性的技术治理。在贫困治理过程中,技术治理试图通过对复杂问题的一系列简化,来实现扶贫的精准化。然而,由于贫困问题的复杂性超越了精准扶贫技术治理的效用边界,这些简化将在精准扶贫过程中产生一系列结构性的内在矛盾和冲突,从而产生信息失准。而结构性的信息失准,是无法通过技术改良来解决的。下一阶段扶贫工作的精准化需要通过贫困治理的转型来实现。Poverty is a complex issue,and targeted poverty alleviation is a way of technological governance that follows instrumental rationality.In the process of poverty governance,technology governance attempts to achieve the precision of poverty alleviation through a series of simplifications of complex problems.However,because the complexity of poverty transcends the utility boundary of technology governance for precise poverty alleviation,these simplifications will produce a series of structural internal contradictions and conflicts in the process of precision poverty alleviation,leading to information distortion.Structural information distortion cannot be solved through technological improvements.The next stage of poverty alleviation needs to change the governance way.
