香港修例风波的政治经济根源分析

摘　　要：2019年3月以来,围绕《逃犯条例》修订问题,在反对派和境外势力的推动下,香港爆发了一场社会风波,使香港的政治制度、经济发展、社会秩序、司法体系都遭受到严重打击。香港的政治制度、政治生态、司法体制、教育体制,以及外部环境和西方势力的干扰等因素是造成此次风波的政治原因,资本主义私有制下香港的寡头经济、近年来经济发展缓慢、两极分化趋于严重和民生问题无法有效解决等因素是此次风波的经济原因。此次香港修例风波是当今世界资本主义与社会主义力量斗争的反映。要恢复香港的正常秩序,在政治方面,应强化内地和香港的沟通交流机制,增强香港同胞对祖国的归属感;应深入贯彻“一国两制”原则,加强对完善香港政治制度的支持和引导;应推动香港教育体制改革,促进香港的爱国文化教育和正确的意识形态宣传;在经济方面,应增加公有制经济成分在香港经济中的比重,为优化政治制度提供经济基础;应增强香港政府对市场的调控能力,优化香港的资源配置;应加快粤港澳大湾区发展进程,促进香港与大湾区的经济一体化进程。Since March 2019,driven by the opposition and some foreign forces,a disturbance resulted in by changing extradition bill has come into being in Hong Kong society,which has severely struck the political system,economic development,social order and judicial system of Hong Kong.The political system,political ecology,judicial system,education system of Hong Kong,and the interference from the external environment and some foreign forces account for it in a political perspective.While,the oligopolistic economy against the capitalist private ownership in Hong Kong,the low economic growth in recent years,the increasingly worsening polarization between the rich and the poor,and the fact that people's livelihood issues cannot be effectively resolved account for it in an economic perspective.To restore the social order of Hong Kong,such political measures should be taken as improving the communication mechanism between the inland of Chinese Mainland and Hong Kong so as to enhance Hong Kong compatriots’perception of affiliation,further implementing the principle of u ne country,two systems^so as to strengthen the support and guide to the political system of Hong Kong,and accelerating the education system reform so as to promote the education of the patriotic culture and propaganda of the correct ideological;also such economic measures should be taken as increasing the proportion of public sector in Hong Kong’s economy so as to provide economic foundation for optimizing its political system,enhancing the market regulation ability of the Hong Kong government so as to optimize the allocation of resources in Hong Kong,accelerating the development of the Guangdong-Hong Kong-Macao Greater Bay Area so as to promote the economic integration of Hong Kong and the Greater Bay Area.
