农民合作组织参与贫困治理的动力机制及制约因素

摘　　要：农民合作组织作为集体组织形式,在贫困治理中既是目的也是手段。本文分析了我国农民合作组织与贫困治理的关系,从内部动力和外部动力两方面构建了农民合作组织参与贫困治理的动力机制结构框架,提出价值追求和物质利益驱动是农民合作组织参与贫困治理的内部动力,国外合作组织的经验、治理困境催生和政府政策推动是农民合作组织参与贫困治理的外部动力。针对目前我国农民合作组织在贫困治理中存在的立法支持不完整、政府引导与服务缺位、服务组织欠缺等因素,本文提出进一步探索符合中国传统文化的发展道路、加大指导和服务、加强法律制度供给、完善内部管理机制等措施,提升农民合作组织参与贫困治理的动力。As a collective organization,peasant cooperative organization is both goal and means for poverty governance.The paper analyzes the relationship between peasant cooperative organizations and the poverty governance in China,constructs the dynamic mechanism structural framework for the peasant cooperative organization participating poverty governance both from the inner motive and external dynamic,proposes that the pursuit of value and the driving of material benefits are the internal dynamic for peasant cooperative organizations to participate in poverty government,while,the experience of foreign cooperative organizations,the emergence of governance difficulties,and the promotion from the government policies are the external dynamic for peasant cooperative organizations to participate in poverty government.Aiming at solving such problems as lack of comprehensive legislative support,lack of government guidance and service,and lack of service organizations for peasant cooperative organizations participating in poverty governance,the paper propose to explore further for the development path conform to Chinese traditional culture,strengthen the guidance and services,enhance the support from the legal system,improve the inner management mechanism to promote the dynamic of peasant cooperative organizations participating in poverty governance.
