摘  要:粤港澳大湾区水污染防治工作是落实新时代生态文明观的重大举措。大湾区水污染防治的立法协同机制,实质上是把十九大报告中所强调的生态保护和创建生态文明价值观纳入国家立法体系的一种协同机制。现实中,建构立法协同机制在中央和地方立法层级以及地方立法与政府决策等领域都面临一些亟待解决的问题,在阐发大湾区水污染防治的立法协同机制的内涵基础上,分别从中央立法层级、地方立法层级以及地方立法与政府决策等三方面提出了立法协同机制构想。Water pollution prevention and control work in Guangdong-Hong Kong-Macao Greater Bay Area(hereinafter referred to as "Greater Bay Area") is an important measure to implement the concept of ecological civilization in the new era. The legislative coordination mechanism of water pollution prevention and control in Greater Bay Area is essentially a collaborative mechanism aiming to bring into the national legislative system the ecological protection and the establishment of ecological civilization values emphasized in the report of the Nineteenth National Congress of CPC. In reality, there are some urgent problems to be solved in the level of central and local legislation, as well as in the fields of local legislation and government decision-making. On the basis of analyzing the connotation of the legislative coordination mechanism for the prevention and control of water pollution in Greater Bay Area, this paper puts forward the concept of legislative coordination mechanism from three aspects: central legislative level, local legislative level and local legislation and government decision-making respectively.
