摘  要:融合与共享有助于解决公安情报领域的信息孤岛问题,促进公安机关跨警种、跨机构、跨地域情报共享,提高情报研判能力,提升公安情报工作水平。当前我国公安情报实践进行了跨越部门和区域之间壁垒的情报融合探索,但情报融合的范围主要限于政府和企业之间,融合的视角多从打击公安业务出发,未能从全国层面建立各个部门、地区之间的常态化顶层设计。我国公安情报融合体系应包括国家、省、市和县四个层级,顶层注重建立情报融合中心实体机构和职能任务,中间层坚持情报分析和安全保障战略,底层落实情报共享和执法行动。借助该体系才能更好地解决情报信息自由流通的体制障碍,提高情报分析能力。Intelligence fusion and sharing can help solve the problem of information islands in public security work,promote public security organs to cross-police,cross-institutional,cross-regional intelligence sharing,enhance intelligence research and judgment capabilities,and improve the level of public security intelligence.China has carried out some explorations which are mainly limited between government and enterprises.The current integration aims mostly at the crackdown duty,not forming a national overall level integration on a regular basis.Public security intelligence integration system should include national,provincial,municipal,and county levels,which will conquer the system barriers on the free flow of information and improve the intelligence analysis capability.In the system,the top level focuses on establishing entities of intelligence integration center with clear functional tasks,the middle layer adheres to intelligence analysis and security assurance strategies and the bottom layer implements intelligence sharing and enforcement actions.
