摘　　要：阐释了《国务院办公厅关于促进全民健身和体育消费推动体育产业高质量发展的意见》(简称"《意见》")的起草背景、起草过程、基本框架和主要内容,以"提出一个目标、聚焦两大维度、秉承三大理念、把握四个抓手、实现五项突破、突出六大亮点"为主线,对《意见》进行了系统、深入的解读。随着中国特色社会主义进入新时代,《意见》必将对我国体育产业的高质量发展带来深远影响,推动体育产业成为国民经济支柱性产业。This paper analyzes the drafting background,process,basic framework and main contents of the"Opinions of the General Office of State Council on Promoting the National Fitness and Sports Consumption,and Promoting the High-quality Development of Sports Industry". With"putting forward one goal,focusing on two dimensions,adhering to three concepts,grasping four handles,achieving five breakthroughs,stressing six highlights",this article makes a systematic and in-depth interpretation of the opinions. With the socialism with Chinese characteristics entering a new era,the"Opinions"will have a farreaching influence on the high-quality development of sports industry of China,and promote China’s sports industry to be a pillar industries of national economy.
