摘 要:人质谈判中的积极倾听,作为一组系统、稳定、具有可操作性的谈判技巧,具有重要功能。积极倾听功能价值的逐步发掘是劫持人质案件及其他危机事件谈判实践积极推动的结果。人质谈判的发展大体经历了三个阶段:重武力轻谈判阶段;重说理轻用情阶段;用情与说理并重阶段。在后一阶段,倾听的功能和价值得到充分的认同,积极倾听作为一种成型的谈判技巧在实践中得到广泛运用。形成指挥员谙熟谈判、谈判与武力双线运行、"行为改变阶梯模式"得到完善、积极倾听谈判技巧得到充分运用的"四位一体",是劫持人质案件处置方法体系、特别是人质谈判方法体系走向科学、趋于成熟的标志。在中国,必须推进积极倾听谈判技巧的规范化、实用化、本土化。Active listening in hostage negotiations, as a set of systematic, stable and operational negotiating skills, plays a significant role. The value of active listening is exploited gradually by the cases and the promotion of practice. The development of hostage negotiations has generally gone through three stages: using force rather than negotiation;paying more attention to reasoning than empathy;putting equivalent emphasis on reasoning and empathy. Within the third stage, the function and value of listening are fully acknowledged so that active listening is widely used in practice as a form of negotiation skills. To make the response plan of handling hostage cases especially the methodology of negotiations more scientific and completed, the proficiency of commander’s skills, the usage of force and negotiations, the improvement of "the ladder of behavior changing" and the application of active listening have been as remarkable indicators. In China, it is necessary to promote the standardization, utilization and indigenization of active listening.
