摘 要:楼宇型天然气分布式能源项目作为新兴的综合智慧能源项目受到业界的广泛关注,其工艺流程与传统火电相似,但由于其缺少建设经验数据及配套工程造价计价体系,目前楼宇型天然气分布式能源项目工程投资估算只能借鉴现行的火电配套工程造价计价体系。楼宇型天然气分布式能源项目由于建设体量远远小于传统火电,导致其与传统火电在计价体系上存在很多方面不匹配,直接套用现行火电工程概预编制规定及定额会造成投资估算偏差较大,影响投资决策的准确性。文章分析了楼宇型天然气分布式能源项目套用现行火电工程造价计价体系的不足之处,并基于工程造价管理限额控制的思想,创新性地提出了采用逆向工程投资估算的方法解决楼宇型天然气分布式能源项目工程计价的难题。As a new integrated smart energy project,the building-type natural gas distributed energy project has received extensive attention from the industry.Its process is similar to the traditional thermal power.However,due to its lack of construction experience and supporting project cost pricing system,the project investment estimate of the current building-type natural gas distributed energy project only can draw on the current thermal power supporting project cost pricing system.Due to the construction scale of the building-type natural gas distributed energy project is far less than the traditional thermal power,it has many mismatches with the traditional thermal power in the pricing system.If directly applying the current thermal power engineering pre-compilation regulations and quotas,it will result in a large deviation in investment estimates,and affecting the accuracy of investment decisions.This paper analyzes the inadequacies of the current type of natural gas distributed energy project applying the current thermal power project cost pricing system,and based on the idea of engineering cost management limit control,innovatively proposes the use of reverse engineering investment estimation to solve the problem of energy project engineering pricing of building-type natural gas.
