摘　　要：对中国高校科技成果转化政策体系进行深入研究具有重要的理论和现实意义,提出基于政策工具和高校科技成果转化过程的二维分析框架,对2006年至2016年中央政府出台的34份代表性高校科技成果转化政策文本进行量化分析,深入剖析了环境型政策、供给型政策和需求型政策的使用频率及政策工具在高校科技成果转化过程中的应用,指出环境型政策工具应用过溢、供给型和需求型政策工具应用不足、中试阶段政策工具应用缺失等问题,并提出优化政策体系的对策。It is of great theoretical and practical significance to analyze thescientific and technological achievement transformation policy practised in China’s universities within a two-dimensioned analysis framework based on policy tools and the transformation process.Based on the quantitative analysis of 34 representative achievement transformation policy texts which the central government promulgated from the year 2006 to 2016,the paper analyzes the application frequency of environmental policy,supply policy and demand policy and the application of basic policy tools in the achievement transformation,it points out that the application of environmental policy tools is over-supply,the application of supply policy and demand policy tools is not adequate,the application of policy tools in the pilot stage is deficiencient,then puts forward the countermeasures to optimize the policy system.
