领导行为、资源动员与城市社区有效治理的多层分析框架：基于H社区的实证研究

摘　　要：社会治理的重点在基层社区,那些全国知名小区治理成功背后的机理具有重要的研究价值。通过文献梳理发现,国内社区治理文献主要分为偏向宏观的模式论、意义建构视角,偏向微观的资源动员和个体主义四个视角。通过对全国精神文明建设先进单位H社区的实证调研发现,社区治理是一个微观、中观、宏观有机结合的过程。以领导行为理论和资源动员理论为切入,文章构建了城市社区有效治理的多层分析框架。框架包括规范层、具象层、操作层、支持层四个层次。规范层包括宏观社会表征、微观社会表征、中观社会表征之间的转换;具象层是规范层的具体化,包括社会意识形态、社区集体认同、品牌社区;操作层涉及实现规范到具象层的核心要素,包括理解和忠诚、资源动员、成就与传播;支持层指出了城市居民有效治理成功的必要条件,包括制度支持、成员支持、社会支持。The basic core units of social governance are grass-roots communities,and the mechanisms behind those well-known communities in China have great research value.Through literature review,this article found that domestic community governance literature is mainly divided into four perspectives:model theory and meaning construction perspectives,focusing on macro level,resource mobilization and individualism perspectives,belonging to micro level.Through the empirical research of H community,a National Advanced Unit for the Construction of Spiritual Civilization,the article found that community governance is an organic combination of micro,medium and macro processes.Based on the leadership behavior theory and resource mobilization theory,this paper constructs a multi-level analysis framework to understand the effective governance of urban communities.The framework consists of four levels:normative level,representational level,operational level and supportive level.The normative level includes the transformation between macro-social representation,micro-social representation and meso-social representation;the representational level is the concretization of the normative level,including social ideology,community collective identity and Brand Community;the operational level involves the core elements from the normative level to the representational level,including understanding and loyalty,resource mobilization,achievement and propaganda;and the supportive level points out the necessary conditions for the success of urban communities,including institutional support,members'support and social support.
