国际公共安全责任分担的中国方案论析

摘　　要：当今世界处于百年未有之大变局,国际公共安全治理面临新问题和新挑战,传统国际关系理论对此解释存在局限性。为此,借鉴中国安全外交实践的经验,提出"国际公共安全责任分担"的中国概念。其内涵指国家间秉持共商、共建、共享的安全观念,借由双边或多边协同方式展开安全合作,以期达到地区或全球层面公共领域的安全状态。它具有四个"统一"特征,即在观念层面呈现国家自我定义与国际社会认知的统一;在行为层面呈现国家主观自觉与国际社会客观要求的统一;在状态层面呈现国家承担国际公共安全责任的稳定性与变化性的统一;在效应层面呈现国家利益与国际贡献的统一。在吉布提建立保障基地,是中国国际公共安全责任分担理念的实践,在一定意义上逐步影响着国际公共安全治理格局的变革。国际公共安全责任分担的中国方案,为全球治理的推进和人类命运共同体的建构贡献了中国智慧。The world today is undergoing great changes unseen in a century. The governance of international public security is facing new problems and challenges. However the traditional theory of international relationship has limitations on the interpretation of what mentioned above. To this end,drawing on China’s experience in security diplomacy practice,this paper puts forward the Chinese concept of " international public security responsibility sharing". Its connotation refers to the security concept of extensive consultation,joint contribution and shared benefits among countries,and the security cooperation is carried out through bilateral or multilateral coordination,so as to achieve the security state of public sphere at the regional or global level. It has four characteristics of " unity",namely,the unity of national self-definition and international cognition at the conceptual level;the unity of national subjective consciousness and international social objective requirements at the behavioral level;the unity of stability and variability of national responsibility for international public security at the state level;the unity of national interests and international contributions at the effect level. The establishment of a security base in Djibouti is the practice of China’ s concept of responsibility share for international public security,which has gradually influenced the change of international public security governance pattern in a certain sense. China’s program about responsibility share for international public security has contributed Chinese wisdom to the promotion of global governance and the construction of a community with a shared future for mankind.
