构建“不想腐”保障机制的理论思考

摘　　要：构建"不敢腐、不能腐、不想腐"体制机制,是以习近平同志为核心的党中央依据新的反腐败斗争形势提出的新的惩治预防腐败战略。"不想腐"保障机制主要是通过建立相关的保障制度和激励措施所产生的保护、支撑功能,以达到权力行使者在主观上不想腐败、不愿腐败、不必腐败。在"三不腐"机制体系中,"不想腐"是治理腐败的最高境界。科学构建"不想腐"保障机制,需要强化理想信念教育、加强自身道德修养、完善薪酬待遇体系、营造良好从政环境,从而一并构建思想免疫机制、道德约束机制、廉洁激励机制、生态涵养机制。The construction of the system and mechanism of " dare not corrupt,do not corrupt,do not want to corrupt" is a new strategy put forward by the Party Central Committee with Comrade Xi Jinping as the core according to the new situation of anti-corruption struggle to punish and prevent corruption. The guarantee mechanism of " do not want to corrupt" is mainly through the protection and support functions generated by the establishment of relevant guarantee system and incentive measures,so as to achieve that the power executors do not want to corrupt,do not be willing to corrupt and do not need to corrupt subjectively. In the " three non-corruption" system,the highest level of corruption control is " no corruption". Scientific construction of the guarantee mechanism of " do not want to corrupt" requires strengthening the education of ideals and beliefs,strengthening self-cultivation of morality,improving the system of salary and treatment,and creating a good political environment,so as to build the mechanism of ideological immunity,moral restraint,honest incentive and incorruptness.
