国际知识溢出对我国制造业价值链升级的影响

摘　　要：嵌入全球价值链有利于发展中国家获取跨国资本和扩大贸易流量,同时也为发展中国家提供了嵌入全球知识生产网络、获取更多国际知识溢出的机会。我国在吸收利用国际知识溢出的多种渠道和途径中,进口贸易渠道水平国际知识溢出能够促进产业实现流程升级,垂直国际知识溢出的后向关联效应对我国制造业国际分工地位的提升形成了倒逼机制,但前向关联效应抑制我国制造业价值链前向参与程度,导致制造业价值链升级陷入进口贸易的"需求锁定"中。FDI渠道的水平和垂直国际知识溢出均阻碍我国制造业国际分工地位提升,虽然后向关联效应能够加深前向参与程度,但其他途径均使制造业后向参与程度加深,并由于过度嵌入而陷入低端锁定的危险中。我国制造业国际知识溢出吸收能力的提高能够正向调节国际知识溢出效应,但仍存在投入不足的问题。因此,应对我国制造业产生不同影响的进口产品给予不同的政策;积极应对外商投资的结构变化,调整引资政策。Embedding global value chains is conducive to developing countries’access to transnational capital and expanding trade flows,while also providing developing countries with opportunities to embed global knowledge production networks and gain more international knowledge spillovers.Among the various channels and ways of absorbing and utilizing international knowledge spillovers in China,the international knowledge spillover at the level of import trade channels can promote the process of industrial upgrading,and the backward correlation effect of vertical international knowledge spillovers has formed a downward mechanism for the promotion of China’s manufacturing industry’s international division of labor.However,the forward correlation effect inhibits the forward-looking degree of China’s manufacturing value chain,leading to the upgrade of the manufacturing value chain trapped in the"demand lock-in"of import trade.The horizontal and vertical international knowledge spillovers of FDI channels hinder the improvement of China’s manufacturing industry’s international division of labor.Although the backward correlation effect can deepen the degree of forward participation,other approaches have deepened the post-industrial participation and risked low-end locking due to over-embedding.The improvement of the international knowledge spillover capacity of China’s manufacturing industry can positively adjust the international knowledge spillover effect,but there are still problems of insufficient investment.Therefore,in terms of import policies,different policies should be given to imported products that have different impacts on China’s manufacturing industry;in terms of investment policies,we should actively respond to structural changes in foreign investment and adjust investment policies.
