摘　　要：本文详细分析了拉丁美洲自由贸易园区的发展阶段、类型、数量和对当地经济发展的贡献等基本情况,归纳总结了拉丁美洲自由贸易园区的发展模式、法律体系、管理架构和政策体系。部分自由贸易园区的建设模式、政策制度等较为先进,对我国海关特殊监管区、自由贸易试验区甚至中国特色自由贸易港建设都具有重要借鉴意义。本文借鉴拉丁美洲自由贸易园区建设经验,结合我国相关园区建设现状和要求,有针对性地从立法、创新、市场作用、运行机制、税收政策等方面提出了相关政策建议。The thesis gets a clear understanding of the current development of free trade zones in Latin America by studying the development stage,types,quantity and contributions to local economics.By summarizing the development model,legal system,management structure and policy system of Latin American free trade zones,the thesis believes that construction model and policy system of some Latin American free trade zones are relatively advanced,and has the implication for China s integrated free trade zone,pilot free trade zone and free trade port.Based on the development experience of free trade zones in Latin America and current situation of free trade zones in China,relevant political suggestions are given from the aspects of legislation,innovation,market effect,operating mechanism and taxation policy.
