美好生活需要下的被征地农民社会保障资金供给优化研究

摘　　要：社会主要矛盾的转变,美好生活需要的显化,凸显了被征地农民社会保障资金供给优化及其效用充分发挥的紧迫性。社会保障资金的收入补偿、风险规避、社会公平协调等功能,能满足被征地农民基本生活、身心健康、社会正义等美好生活需要,但资金供给存在的可持续性弱、总量不足、筹资主体责任不明等藩篱,阻塞了资金作用路径、制约了作用空间。因而,有必要通过发展集体经济、适度提高征地补偿标准、明确各主体责任等途径破除供给障碍,促进社会保障资金功能有效释放,进而满足被征地农民的美好生活需要。With the transformation of major social contradictions and the needs for a better life, it is urgent to optimize the supply of social security funds of land-expropriated farmers and to give full play to its utility. Income compensation, risk aversion, social justice coordination and other functions can satisfy the land-lost farmers’ wellbeing needs of basic life, physical and mental health, social justice, but the weak sustainability of money supply, insufficient total amount and undefined financing subject block the funds path and restrict the function space. Therefore, it is necessary to break down the supply barriers by developing collective economy, appropriately raising compensation standard and clarifying subject responsibilities, so as to promote the effective release of the fund, and thus to meet the needs of land-lost farmers’ better life.
