跨域治理视角下的东莞水乡特色经济发展区行政管理体制探究

摘　　要：东莞水乡特色经济发展区(以下简称"水乡经济区"),是东莞为了探索跨区域统筹发展而设立的新型功能区,如何打破行政区域限制,探索一套高效合理的跨域治理模式,是水乡经济区行政管理体制改革创新的重点和难题。本文立足于水乡经济区现行的行政管理架构及其运作机制,剖析其在跨域治理上存在的问题,并重点围绕分阶段渐进式的推进、集权与分权的界定、政府与社会的关系三个方面,构建跨越边界、责权分明、协同互动的跨域治理架构和运行机制。Dongguan Water Town Characteristic Economic Development Zone(hereinafter referred to as "Water Town Economic Zone") is a new functional zone established by Dongguan to explore cross-regional coordinated development. How to break the restrictions of administrative regions and explore a set of efficient and reasonable cross-domain governance model is the key points and difficulties in the reform and innovation of the administrative management system of the economic zone in Water Town. Based on the current administrative management structure and its operational mechanism in water town economic zone, this paper analyzes its existing problems in crossdomain governance, and focuses on the gradual advancement, the definition of centralization and decentralization, and the relationship between government and society so as to build a cross-domain governance structure and operational mechanism that crosses borders, has clear rights and responsibilities, and interacts coordinatively.
