摘 要:本文以中缅油气管道为例,指出中国跨国油气管道边境地区出现的民族矛盾与边疆安全问题并非项目建设的不平等合作与利益分配不均所致,而是与周边国家内部极端的资源民族主义和环保主义,以及西方国家不平等贸易的干预有关。与西方国家海外投资不同的是,中国跨国油气管道的建设并不对外输出意识形态和实行政治经济控制,相反是立足于“人类命运共同体”这一全球价值观,并在“亲诚惠容”的基础之上,旨在寻求人类共同利益和共同价值。中国跨国油气管道的建设既惠及中国,也造福管道沿线国家和国际社会,体现了“资源共同体”的发展理念。This paper, taking the Sino-Myanmar oil & gas pipeline as an example, points out that the ethnic conflicts and security problems in border areas where China’s transnational oil & gas pipelines lie are not caused by unequal cooperation and benefit distribution in project construction, but the influence of the extreme resource nationalism and environmentalism in the neighboring countries, as well as the intervention by the Western Countries with unequal trade. Unlike the Western countries’ overseas investment, China’s construction of transnational oil & gas pipelines does not involve ideology export, nor implement political and economic control. On the contrary, they are built with a global vision of forging a "community with a shared future for humanity" and under the principle of amity, sincerity, mutual benefit and inclusiveness to strive for the common interests and values of mankind. China’s construction of transnational oil & gas pipelines benefits both China and countries along the pipelines as well as the international community, which embodies the development concept of "resource community".
