摘 要:十八大以来,巡视制度在我国反腐败工作的推进过程中发挥着越来越重要的作用。探究巡视工作的第三方主体参与可行性,旨在尝试在该行为方式之下寻求促进巡视工作实效进一步提升的发展任务命题。所涉可行性检视往往与巡视工作的理论基础、制度基础以及实效保障基础等方面密切相关。基于此,可基于我国民主与社会监督以及中国特色的协商民主的发展程度来探寻第三方参与巡视的社会主义民主基础;可基于我国治理体系和治理能力现代化的建设过程为第三方参与巡视工作探寻适当的治理指导理念;可基于第三方所具有的异体监督以及专业知识优势,为第三方参与巡视工作提供相当的实效保障。Since the 18 th National Congress of the Communist Party of China,the supervisory system has played an increasingly important role in promoting the anticorruption work in China.The study of the feasibility of participation by the third party in the supervisory work aims to promote the efficiency of the supervisory work.The feasibility study is often closely related to the theoretical,institutional and pragmatic basis of inspection.Based on this,we can explore the basis of the third party’s participation in the supervisory work based on the development of democracy and social supervision in China and consultative democracy with Chinese characteristics.Based on the modernization process of China’s governance system and governance capacity,we can explore the appropriate governance guidance for the third party to participate in the supervisory work.Due to the advantages of the supervision and professional knowledge of the third party,it can provide effective guarantee for the third party to participate in the supervisory work.
