摘 要:基于40余年改革开放的宝贵经验及近年来的"放管服"改革实践,我国"放管服"改革成绩斐然。但是,随着国家不断推进治理体系和治理能力现代化,"放管服"改革还面临不少新挑战。"深入推进简政放权、放管结合、优化服务,深化行政审批制度改革,改善营商环境,激发各类市场主体活力。"急需深入推进"放管服"改革,提升对"放管服"理念的认知,继续以制度化为主,创建高质量服务机制,加强"互联网+政务服务"的系统工程建设,优化软环境,建设人民满意的服务型政府。Based on 41 years of valuable experience in reform and opening up and the practice of "deregulation service" reform in recent years,China has made remarkable achievements in "deregulation service" reform.However,with the advancement of the modernization of national governance system and governance capacity,the reform of "deregulation service" still faces many new challenges.In particular,the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China clearly proposed:"optimizing the responsibility system of the government.""We will deepen efforts to streamline administration and delegate power,combine decentralization with management,optimize services,deepen reform of the administrative examination and approval system,improve the business environment,and stimulate the vitality of various market players."It is urgent to further promote the reform of "deregulation services",enhance the awareness of the concept of "deregulation services",continue to focus on institutionalization,create a high-quality service mechanism,strengthen the construction of "Internet+government services" system engineering,optimize the soft environment,and build a service-oriented government that the people are satisfied with.
