摘 要:21世纪以来,面对纷繁复杂的高等教育发展形势,世界一流大学纷纷根据自身实际适时调整发展“战略规划”,调整后的“战略规划”普遍呈现出一定的外扩属性。在愿景与使命的表述中,主要集中在大学定位的世界引领性、公共决策的跨国影响力、人才培养的国际一流性、科学研究的全球示范性等四个方面。具体的行为策略主要体现在“加强人员对外交流,形成全球智力中心;构建跨国科研网络,增强知识创新能力;扩大社会服务范围,着力提升大学影响;推进质量世界顶尖,成为大学治理典范”等四个方面。Since the 21 st century, faced with the complicated situation of the development of higher education, the world-class universities have adjusted their development "strategic planning" according to their own reality, and the adjusted "strategic planning" generally shows a certain external expansion attribute. In the expression of vision and mission, it mainly focuses on four aspects: the world leading orientation of universities, the transnational influence of public decision-making, the international first-class talent training, and the global demonstration of scientific research. The specific behavior strategies are as follows: strengthening personnel exchanges with foreign countries to form a global intelligence center;building a transnational scientific research network to enhance the ability of knowledge innovation;expanding the scope of social services to enhance the impact of universities;promoting the quality of the world’s top and becoming a model of university governance.
