摘　　要：随着我国综合国力的提升,企业在海外承包的基础设施项目越来越多,在展现中国基础设施建造水平的同时,面临的政治风险、政策风险、经济风险和法律风险也越来越大,特别是在中美贸易战背景下,海外基础设施投资项目风险愈加突出。与国内基础设施项目相比,海外基础设施项目风险具有阶段性、复杂性及项目风险可控性较差等特征。应采取建立健全海外投资法律法规体系、建立完善的政府服务支持体系、积极参与国际合作扩大影响、提升企业海外分支机构的本地化水平、提高海外基础设施投资项目风险管理水平等措施,更好地保障我国海外基础设施投资项目安全。With the improvement of China’s comprehensive national strength, enterprises are increasingly contracting overseas infrastructure projects, which demonstrates the level of infrastructure construction. At the same time, the political, policy, economic and legal risks that enterprises face are becoming bigger and bigger. Especially in the context of the Sino-US trade war, the risk of overseas infrastructure investment projects is becoming more prominent. Compared with domestic infrastructure projects, overseas infrastructure project risks are characterized by phase character, complexity and poor controllability of project risks. Therefore, we should establish and perfect the overseas investment law and regulation system, establish a sound government service support system, actively participate in international cooperation to expand the influence, enhance the localization level of overseas branches of enterprises, and improve the risk management level of overseas infrastructure investment projects so as to guarantee the safety of China’s overseas infrastructure investment projects.
